ONE YEAR after the death of teenage Lahu activist Chaiyapoom Pasae at a military checkpoint, the Chiang Mai Provincial Court yesterday concluded that he had died at the hands of a soldier but did not rule on whether the extrajudicial killing was illegal.

THE Chiang Mai Provincial Court is handling cases regarding two civilian deaths in which it is claimed that soldiers used excessive force.
